Generational capital. Extraordinary human possibility. The founding chapter is open
← Giving opportunitiesPROPOSED INAUGURAL CHALLENGE · WORKING BRIEF 01

A child learns to read.
A future opens.

Learning for Every Child would recognize approaches that help children read with understanding and build foundational mathematics, at a cost and complexity communities can sustain.

Design consultation. The objective, budget and delivery plan below are proposals for review. The competition is not open; no purse, evaluator or implementation partner is represented as funded or appointed.
THE HUMAN PURPOSE

School should lead
to learning.

Being present in a classroom is not the same as understanding a story or working through a simple calculation. Foundational skills help a child participate, ask questions and continue learning.

The proposed challenge would welcome technology and nontechnology approaches, with teacher usability, accessibility and total delivery cost central to evaluation.

70%

Estimated share of 10-year-olds in low- and middle-income countries unable to understand a simple written text in the World Bank and partners’ 2022 update.

A dated estimate incorporating simulations, not a current census or a Moonshot outcome. A fresh local baseline is required before setting a target.

WHAT SUCCESS WOULD REQUIRE

Learning that can
stand up to scrutiny.

Proposed objective: demonstrate improved reading proficiency relative to a credible comparison over one academic year, replicate in a second setting and assess retention six months later.

Numeracy, attendance, accessibility, wellbeing and full implementation costs would be reported separately. A numeric winning threshold follows local baseline assessment, statistical power analysis and feasibility review.

Why a prize?

A prize may help discover affordable delivery approaches when the desired outcome is clear but the best delivery model is uncertain.

This is a design hypothesis. If an established intervention already meets the local need, direct implementation funding may be more appropriate. Challenge design will test that question.

These are planning allowances to make the conversation concrete. They require supplier estimates, staffing plans, feasibility work and approval. They are neither quotes nor an approved fundraising target; an appropriate contingency must be agreed during costing.

FROM DESIGN TO USE

A path beyond
the award.

  1. 01

    Design & consent

Consult educators and communities; establish local baselines, safeguards, evaluation and the approved charter.

  2. 02

    Feasibility & team support

Assess local-language fit, access, teacher usability and implementation cost; agree support for eligible teams if funded.

  3. 03

    Independent demonstration

Pre-register evaluation and compare baseline/endline outcomes over an academic year.

  4. 04

    Replication & retention

Test a second setting and examine whether gains persist six months later.

  5. 05

    Award & adoption

Publish reasoned decisions and verified evidence; establish a realistic adoption and continuing-reporting plan.

Calendar dates, geography, cohort size, evaluators and delivery partners follow approval and documented funding.

Before a funded launch.

  • Approved authority, eligibility, budget and funding
  • Independent evaluator and conflict-managed reviewers
  • Participant safeguarding and appropriate consent
  • Published outcome, comparison and cost methods
  • Agreed IP, privacy, licensing and adoption terms

What if no solution qualifies?

There is no promise to award for participation alone. Final rules and gift agreements must specify stop conditions and the permitted handling of unawarded or unused funds.

Donor support does not confer selection authority. Research references do not imply partnership or endorsement.

The scale of the learning challenge

An estimated 70% of 10-year-olds in low- and middle-income countries could not understand a simple written text. This dated estimate includes simulations; it is context, not a baseline for a Moonshot program.

Measure what children can do

Direct assessment considers reading accuracy and comprehension, and foundational mathematics. Local adaptation and a credible comparison design are still needed to evaluate a new intervention.

Start with evidence on effective teaching

Structured pedagogy and teaching at the learner’s level inform the design. A new technology does not inherit evidence merely by describing itself this way.

Plan for use beyond the award

Reach children, assess learning, prioritize fundamentals, improve instruction and support wellbeing. Adoption depends on educators, communities and delivery capacity.
